Coleman Morrell is a Certified Emergency Manager (CEM) with nearly three decades of experience in public safety and demanding operational environments. The industries and titles have changed. The mission has not: help people and organizations become more capable when performance matters.
His public-service career began in 1999. He has developed curriculum and instructed adults since 2008, with experience spanning adult instruction, Field Training Officer systems, statewide curriculum modernization, instructor development, and enterprise learning operations.
He conducted a training-needs assessment across 12 adult institutions and led statewide curriculum modernization. He established and led the Kentucky Department of Corrections’ central emergency-management capability. He directed Operation Standoff, a multi-day, department-wide HSEEP-aligned full-scale exercise with live command-post, negotiation, tactical, staging, and field components.
Credentials and time-sensitive professional facts are reviewed before public use. The CEM claim is scheduled for review before use after December 31, 2026.
